Subject: interior painting questions

I'm hoping to brighten up my boat interior a bit with a fresh coat of paint and I'm wondering what kind of paint I should use. It's all painted fiberglass that I'll be painting over. The last owner painted a few areas with an unknown paint that is now peeling in spots. I read in "This Old Boat" to use alkyd enamel. A couple guys I've talked to at paint stores have recommended latex because they say it can paint over oil or water based paints. My preference would be for latex since it's cheaper and I have some already.

The other thing I'm wondering about is in regards to the peeling paint. I'm not eager to use paint stripper because of the fumes. I'm wondering if I scrape it down really well and put a coat of primer down first if I'll be OK.
