They are not sweetening any pot. What they are doing is causing even less people to be drawn for the hunts. Go out and count the number of quota permits there are available for every possible hunt there is. You'll soon find there are not enough hunts to go around now and if they "sweeten" the pot...There will be even more hunters left standing in the cold with not hunts.
