A Commissioner does not have to be police, doesn’t come from a CS list and is usually a civilian. Depending on how they structure this, there could still be a Chief, but s/he would mostly be a figurehead, as the Commissioner has power over the Chief. They also “serve at the pleasure” of the mayor or city manager, and can be fired for cause, or no reason at all, depending on the contract language.
