The Police Commissioner is not chosen from a civil service list. The city is free to hire anyone who meets their qualifications. It is the will of the Council that the City Manager hire an African American to fill the position, so that is what he will do. The city must still have a Police Chief, so they will hire a full time Police Chief who will answer to the Commissioner. The Commissioner, in turn, will report to the City Manager.
