That is the only question if one is bent to thinking in absolutes. I'll rephrase my previous comment and question...
Many municipalities curled up into the Cloward-Piven belly feast and have been sucking on the teats since, only to pull themselves away long enough to squeal the milk is running dry. Many of the same municipalities to include the City of Newburgh decided it best to continue with this "strategy" in rolling out a 'welcoming community' mat being fully aware of their municipality's social and financial condition as it relates to the net effect of incentivising the "challenging person" population correlated with such an effort. Question...What is the position of current individual governing wannabees on this matter? Imo, a politico not communicating a position on this demonstrates a lack of personal conviction and a lack of direction for the municipality. This warrants a vote of no confidence.
