so the water fund is underfunded. will the rates be increased yet again to cover the deficit? But not to worry! That's what we're here for...Didn't rates go up recently?

Could the CM be sliding down the razor's edge of what's 'allowable'? so slick. the bump up in borrower rating might need more analysis.
