Would the city have your ssn for any reason? I can’t really imagine what personal information a regular citizen would be concerned about.

As for getting your basic concerns addressed, have you asked literally anybody anything? The city employees I speak with are very honest and forthcoming with information if they actually have it. If you go all the way to the top you get nothing, but that’s normal of any big institution.
