Think of corporation counsel as the Dry Cleaner: stains and dirt go into Exec Session behind closed doors. council emerges all crispy clean.

NY Open Government guidelines state that Exe Sessions descriptions must be specific to topic and/or department without naming names.
An Example might be: "Enter into Executive Session to discuss a lawsuit regarding an incident during Night Out."
or
"Enter into Executive Session to discuss a personnel issue within the DPW"

Kelson is fully aware of the guidelines. She chooses to ignore them because who's going to complain? Newburgh IS HER CITY and she has all the dirt.
