Just because our incompetent, corrupt forefathers(the same people who ceded our public trolleys/public transport system to the private hands of oil/auto industry patsies that then destroyed them to support polluting/inefficient buses and cars/taxis) decided to cede control of that city street within city limits to save maintenance costs does not change the fact that it is still a city street. Working around CAR safety guidelines that negate pedestrian and bicycle considerations is not based on reality but bureaucracy. You can conjecture about the influence of a wealthy family's interests all you want but the reality is that the public safety issues regarding this street are a responsibility of the city's government to communicate its needs to whatever entity is in charge of it.
