Moving to the Armory makes sense. A building that exists! Not too complex for the current administration (although negotiating isn't the City's best suit).
Get the Planning Department out of its hidden cubby hole at 123 Grand. Move Church and team to Broadway, allow citizens access. No more 'meetings' out in the lobby.
