Sounds just like Newburgh making rules as they go, to assist those whom they want to gain from said program (s). Bottom line, governmental sanctioned nepotism, cronyism and whatever else to carry out agendas. As for Corey, he's the flunky, they use to passify the ignorant in the community. Ignorant in the sense of, not knowing what they are supporting when he pitches what the city is trying to sell.
