Newburgh council increases annual pay for council, mayor and votes up term limit proposal

CITY OF NEWBURGH - Starting in January, Newburgh City Council will receive a pay raise.

The council voted on Monday night to increase their pay by $3,000 for council members and $6,000 for the mayor, effective Jan. 8. That amounts to a total annual pay of $12,000 per council member and $15,000 for the mayor.

Councilman-at-Large Omari Shakur was the only one to vote against the measure.

The raise represents the first pay increase to city council members in decades, according to Mayor Torrance Harvey's remarks when the topic came up during budget hearings last year.

Nobody signed up to speak during the City Council's public hearing on the measure on Nov. 9.

At Thursday's work session, Councilman-At-Large Anthony Grice said he believes the salary increase can make council positions more attractive and encourage more city residents to run for the elected posts. He also pointed out they will still be among some of the lowest paid elected officials for a municipality of Newburgh's size.

In addition to passing pay increases, the council voted unanimously to impose term limits on themselves.

The limit prohibits a person from running for the mayor or council after serving three, complete and consecutive four-year terms in the position, unless one complete term or more has elapsed since the person last held that office.




According to the law, only terms that start on or after Jan. 1, 2022 will be counted.

The law provides a more detailed explanation for atypical circumstances, such as if a person vacates an office before finishing their full term and what the term-eligibility will be for that person's replacement.
