Yet another interesting gathering of the council at the workshop. It was too bad that Councilman McLymore and Councilwoman Martinez were only there remotely. When they spoke, the volume was too low for me, and when the volume increased, they sounded garbled. I am only guessing that Councilman McLymore (still under the thumb of the mayor) supported giving the job to Mr. Neppl, and that Councilwoman Martinez was the one looking for another alternative (hello, what other alternative?).

Mr. Venning late in 2025 manipulated the council to create a Deputy City Manager position. He then, without posting the position, or in any other way seeking applicants for the position, handed the job to Mr. Neppl. Now, on his way out the door, he wants the council to hand the City Manager’s job to Mr. Neppl without looking at any other possibilities.

Fortunately, the new city council sees right through that. There were not five members willing to anoint Mr. Neppl. The mayor, seeing that the council was unwilling to roll over to accept his position then went into his tired rant about the past fiscal problems of the city when he first joined the council. He intimated that if Mr Neppl was not given the position, that the proposed re-development of the city would be threatened. After further comments from Councilman Shakur and Councilwoman Stewart they then went into Executive Session. The most interesting thing about last night’s meeting was that, as expected, the mayor is no match for Councilwoman Stewart.

So where does this stand now? Since there are not five votes at this point to give the job to Mr. Neppl, the council needs to take action to find Mr. Venning’s replacement. In other words, they need to do a search. This should be a resolution at Monday night’s meeting.

I, for one, would want Mr Neppl to apply. He is not a professional city manager, but he is smart, knows Newburgh, and can deal with the public better than Mr. Venning. If he has not already done so, he should join the International City Manager’s Association, avail himself of their training opportunities, and adhere to their code of ethics. As the council vets the applicants for the position they may very well find that he is the best applicant.

If that is the case, they should appoint him. He must be able to separate himself form Mr. Venning though, and open up the city to media scrutiny if he becomes the Cuty Manager. The contract should demand that this is the case.
