Newburgh residents erupt at City Hall as Kenney Apartments crisis deepens

Anger and frustration filled the Newburgh City Council meeting as residents of the Kenney Apartments demanded answers over ongoing issues with heat, hot water and unsafe living conditions.
At Tuesday night’s meeting, tenants accused city leaders and building management of failing to deliver promised improvements. One resident called out Mayor Torrence Harvey, saying claims that heat and hot water had been restored were not true.
Mayor Harvey apologized, explaining he shared information based on reports from residents that heat had returned.
“I was excited and I posted there was heat, and I do apologize,” he said.
News 12 obtained a list showing 64 code violations reported to city inspectors at the complex in January alone, four times the total number recorded during all of 2025.
Violations include lack of heat and hot water, mold and rodent infestations.
Mayor Harvey emphasized the apartments are privately owned, calling the landlord a “slum lord.”
News 12 traced ownership to Bourne and Kenny Redevelopment LLC, linked to Newfield RE Investor Services and All County Management, all based in Long Island City. The owners have not responded to requests for comment.
City officials say the landlord has until Friday to make repairs or face possible emergency action and a property lien. Meanwhile, residents say they are still waiting for real solutions.
