Subject: Department Restructuring?!?

On multiple news outlets, talks of the city of Newburgh charter changes involving the Fire Department, including implementing a commissioner of the FD. Also, reducing department hierarchy as far as deputy chief, and assistant chief. All the while, the city isn't talking, just adding a public hearing on charter changes next council meeting. What is the main agenda of the city in regards to the staffing, and safety of the FD?
