Agree. Municipalities have, are affording your described autocracy and will continue to do so as long as the subsidies continue. The fiats work in tandem and, as you point out, as a whole requires expansion. All the while, in real-time municipal tangible assets, i.e. water source, dock, pool, municipal service buildings (is a double digit pay raise enough to offset concerns on the latter?), have been dwindling having been allowed to exceed their mtbf. A ministry of truth is the explanation point to it all. Cue the balloon sightings.
