KC,

This is good stuff. I like what you've set forth and I think those guidelines are worthy of our following. I might add a Mobile/Mystery Depot allowance in there, on par with the number of civie sacks. Just my opinion though.

In the next few days I will work on getting more formalized set together that we can put up on the board for voting/opinions, etc.
