Would they?

I think that would depend on:
(a) what the tests were for
(b) how the tests were conducted;
(C) what relevance the tests have to officiating;
(d) what strength the test picks up i.e. allot of "recreational drugs" are detectable in the system whilst not in any way affecting a person. Is that relevant to a referee? I can understand players, for sure.

I.e. is it really the Assoc business that someone is taking recreational drugs, so long as they don't interfere with their on-field performance?

What about steroids and other body enhancing drugs? Is that an area where Referees need to be tested? For players, sure, cause that's cheating, but Referee's - does it matter?

All interesting questions I guess.
