Very interesting question and probably not worth a laugh. Given that the passing of the ball to no one is not a breech of the law, the defence can not move up until the first receiver receives the ball. The referee should use his/her voice to direct a player to pick the ball up. Of cause if the referee thinks that the play is is being used as delaying tactic and no one goes to pick up the ball after he warns them. Well that is a different matter

A mini - mod ruling : the laws state that the defence
