I think our problem lies within our development of up and coming referees.

If we are in need of more top-grade referees, shouldn't we be looking at why they aren't streaming in from our grass-roots levels?

Perhaps it's because of things like this that nobody wants to move up. Imagine being the next in line for your NRL debut but instead you get bumped by one of this "outsiders"!!!
