Remember that it should only be in NRL games that this time-out for scrums occurs. In district football, there is no time-oout ruled unless one team is deliberately being slow in forming the scrum in an effort to waste time.

I believe that you will find that the NRL has amended the ruling so that if the 6 that arrive to pack the scrum then unpack, time-on is signalled. Time-out will only remain in force if the 6 that arrive for the scrum remain bound and ready to pack into the scrum.
