Subject: video ref???

what has happened to "benefit of doubt" it looks like video ref's don't know what that means ( it means if you are not 100% positive than there must be benefit of doubt)I have watched a few game that has had me confused Now i'm not bagging anyone as i am a referee BUT let take the penrith parramatta game how that wasn't benefit of doubt has got me
the grounding of the ball was blury that was not clear enough to call that so what happened to benefit of doubt
could someone explain this
