Subject: The "Knees first" tackle

I have noted in the NRL in the past few season the proliferation of players sliding "knees first" into opposition players, typically when scoring a try or attempting to. I great example was just on the TV with a Roosters player (Amos Roberts I believe) going knees first into a St george player attempting to ground the ball. Roberts' knee contacted the head of the St George player. A definite case of misconduct? Obviously not. Can the powers that be explain their apparent reluctance to take any action of this type of tackle? I also seem to recall that the interpretation of the knees first tackle was altered to take into consideration the sliding knees first type tackle - can anyone with better recollection enlighten me?

The problem is that these types of tackles have found their way to park football, and players are wondering why they get penalised for it when they see it on TV.
