The General Assembly
A.I.D.S

The General Assembly,

Realizing that all countries have a right to live in peace and self worth, yet the recent climb in the HIV prevalence of India among citizens ages 15-49 have violated the universal rights of peace and self worth of over 4 million citizens,

Aware that A.I.D.S. in India was first detected in 1986, and many organizations have been set up to fight the disease, however the death rate of those who have fought is increasing at a rapid rate,

I. Expresses Deep Concern
(A) Half of India?s population are ages 15-49. They are also the group with the highest HIV positives, enabling them to make the most impact on the overall spread of A.I.D.S. not only in Asia, but also globally;

(B) The spreading rate of A.I.D.S. is different among different regions of India, being states or metropolitan areas. 96% of all reported A.I.D.S. cases were reported by only 10 of the 31 states;

(C) Urban areas tended to have higher rates than rural regions. The rates had a difference of at least 40% between medium and maximum ranges;

II. Is Aware That

(A) Many actions have been taken to decrease the rapidly spreading rate of A.I.D.S.;

(B) Between 1993-2002, some years have had successful drops in the rate of spread of HIV. But it also went back up the next coming years;

(C) Birth rates have also decreased, due to more care into notifying people of A.I.D.S. and its risks from the government;

III Recommends

(A) That the Security Council:

1. Upgrade equipment used for sanitation in public areas such as hospitals, restaurants, restrooms, schools?etc;

2. Set up a separate council of India to take direct charge of actions made to reduce infection of HIV. This council will focus only on India. ;

3. Set up a non-profit organization to notify the people of India about A.I.D.S. Unlike the UNAIDS, this group will work only with India to increase the amount of anti- A.I.D.S. promotion in public places.;

4. Set aside a separate budget for finding the cure of AIDS, equipment, medication?etc. The budget will be managed by the non-profit organization mentioned in the third recommendation;
