III Recommends

(A) That the Security Council:

1. Strongly encourage use of hybrid electric cars

2. Forcefully call for less cars to be allowed on the roads

3. Impose sanctions against gasoline-powered cars

4. Set up a council that will determine how many cars can be allowed on roads and how much money it will take to get this done.

5. Set up a deal where people can trade in there gasoline cars for more efficient ones

6. Set up a UN team charged with negotiating a way to do all this in a peaceful way

7. Communicate the intent to change this to everyone so they know what will be going on
