Infant Mortality

The General Assembly,

Realizing that the UN Charter states its purpose is ?to reaffirm faith in fundamental human rights, in the worth of the human person? of which life and health are part of, even an infant has the right to life, health, and is as worthy as any human life, yet the health resources available to infants and pregnant women are not sufficient enough to lower the number of infants that die each year,

Aware that the UN is already taking action to control the number of infants that die each year by having health services available to mothers and their newborns, however studies show that a good number of infants still die each year,

I. Expresses Deep Concern:

(A) The number of infant deaths is a way of indicating health in a country because with unhealthy mothers comes unhealthy infants;

(B) Infants can die from a variety of reasons including diseases passed hereditarily, or because of an unhealthy environment in which the infant was born;

(C) The low amount of money spent by the Kuwaiti government on health care causes concern as to how many Kuwaitis have access to health care services because low funding means few facilities and/or programs can be purchased and/or built/created to help with health care;

(D) With an increased amount of health care services and facilities, a better environment will be created for new mothers and their infants;

II. Is Aware That:

(A) Is aware that the number of infants that die each year in the Middle Eastern country of Egypt is 35.26 deaths per 1,000 births;

(B) Is aware that the number of infants that die each year in the Middle Eastern country of Iran is 44.7 deaths per 1,000 births;

(C) Is aware that the number of infants that die each year in the Middle Eastern country of Saudi Arabia is 47.94 deaths per 1,000 births;

(D) Is aware that the percent of government budget spent on health care for the year 1998 was an estimate of 8%.
III. Recommends:

(A) That the Health Care Council:

1. Increase the number of health facilities in the Middle East in both rural and urban areas by at least 20%;

2. Encourage medical education to help prevent deaths;

3. Fund campaigns regarding the high number of infant deaths to increase awareness of the problem and encourage safety precautions to pregnant women such as:
A. don?t consume alcohol during pregnancy
B. don?t use drugs during pregnancy
C. check necessary medications with a doctor to see if they?re safe to use during pregnancy
D. give birth in a sanitary place, such as a hospital
E. eat well and exercise regularly to maintain good health

4. Increase the number of services that provide health care available in both rural and urban areas by at least 20%.
