Although I wasn't present for any of this "epidemic", this definitely makes me think of lice checks the school nurse used to perform back in elementary school. The worst part about such checks was the fact that it all happened in public. The nurse and an assistant would come in the classroom and simply go from one student to the next checking heads, then if anything was found the kid would be removed from the classroom with everyone watching. Of course that always led to alienating the kid. Of course if no one in your classroom was found to have lice, then there was nothing to worry about. If, however, a classmate had lice, especially if it was someone who sat close to you, then you started to worry. I remember I would always have a creepy-crawly feeling if someone in my class had lice, even though I never had it. Simply the idea of someone having lice automatically led you to believe you had lice, so much so you would believe you actually felt them spread to you. A sort of involuntary mimesis...
