Korea I found because it has gone through an economic miracle in a very short time tends to believe that all that glitters is gold.
That is probably one of the problems. In countries like VN, where barely being able to afford 2 meals a day is a luxury already, beauty plays a very low role - LIFE is what matters, health is precious and beauty... not a general value.
Korea has LIFE for granted, health cared for and so they can focus on the vain beauty which doesn't come from nature but from plastic surgery.

Its just that I cannot accept the figure of 40% especially as you say ther are only 1200 plastic surgeans in a country of 49 million.

If you follow the linked articles through, you'll see that a big percentage of "operations" aren't being performed by registered surgeons: the massage parlor at your street corner might offer you a liposuction/eyelid surgery for a couple bucks!
Of course, this results in malpractice and disformations on many occasions... but since beauty is the standard, people are willing to take the gamble.
Also, this creates a large shaded number, since you can't really tell when someone attempted to get a "beauty surgery" at the local 7/11 or whether it was an accident, so to speak.
