Yes. When I left school (in the time of the cold war), it was 15 months. You could refuse, and make an alternative civilian service of I think it was 20 months instead. At that time, however, such a request was only allowed for "reasons of conscience" and you had to convince the authorities of that, and it happened that they did not believe you and you had to go to the army anyway. Nowadays, after the fall of the Communist empire, the time of military service has been reduced step by step and is maybe 9 or 10 months only. The army has shrinked substantially, partially because of the different situation in the world, and in part because we don't have enough money to maintain it. Currently it is discussed whether the compulsory duty should be abandoned completely, because nowadays, not all people can be used, so it is a lottery game whether you have to serve in the army or not which is against the principle of equitableness.
