know a filly that was started as a little over 2yr old but all the owner did was get on and was led on a lead rope around for 10-15 minutes. this summer as a 3yr old on may21 she has been in a routin riding program 2-3 days a week with a show maybe 2x a month. and is working on her canter. i dont think she will have leg problems at all. shes not pushed hard the canter is only one time around the ring. and walk and a running walk session usually last 30 -45 minutes. woman isnt very big.

if the woman was just walking the horse around i personaly dont see a problem with it. if she was galloping the horse and making it trot on hard ground i do have a problem with that.
