I have been raising fancy guppies for a few years and it sounds like you have a fungus problem and it can easly be cured with a antibiotic like Tetracycline or Furacyn. But if there is more then one white spot and the fish is scratching his body on rocks and Hard surfaces I would say you have a problem with a parasite known as Ick and Ick cures are availible at pet stores and most Department Stores with pet sections.
