Sorry, but I have to disagree. A lot of GFD involves pages of Justin's thoughts and emotions, all of which can be summed up in a few seconds of shots. Then there's a lot of stuff like "Justin got on the train. He went to here." which can be cut as it doesn't have to happen in real time. Then fight scenes take up a lot of descriptions which can also be compacted to quick-pace action scenes.

I think an anime would be disappointing for something as large as this. People can get across something like this much better with people.

Lastly, the budget would be a lot larger than you'd expect. An average Hollywood film can cost a few ,illion (about A$60). That's not "low-cost", especially considering the locations you'd need to pay for locations, special effects and similar.

Sorry, have been studying Film Production for a few years now and get enthusiastic about stuff like this. I've actually put a lot of time into this.
