President Johnson had taken president and followed the groundwork that the presidents before him had set. However, when Johnson had the policy "to a fine-tuned, step-by-step increase in American force [that] would drive the enemy to defeat with a minimum loss of life on both sides" it didn't work. I believe that this policy was a failure because Johnson had not thought about potential costs and consequences with adding so many more troops into Vietnam. The long term costs of food and supplies for all of the troops that he was adding and the fact that so many troops were in there, there could have been more casualties. I think his biggest downfall was not looking ahead at the consequences that could come out of his decision to stick with that policy.
