Yeah i defintately agree with maria here, Johnson thought that the little amount of troops that he sent in were going to be enough for the mean time. He completely underestimated the North Vietnamese' guerilla war tactics and the dense jungle. So, in fact, what he sent in was way too little. So he instead would have to send in aot more troops and the costs would add up to be way over what they would have been had there been one big fell swoop of N.V.
