I agree with your response, Maria. Johnson did not think about the future and the financial situation in the “fine-tuned, step-by-step increase in American force [that] would drive the enemy to defeat with a minimum loss of life on both sides.” More troops results in higher costs, which is something that Johnson did not take into account.
