Chris, I completely agree with you on your ideas here. You brought up a very good point with Russia's perspective. While typing my response to the question, I had not completely considered the aspect in which the Soviet Union had been testing out their own nuclear power as well. The fact that it seemed kind of risky for Eisenhower to regulate such a command, meant that we had to make sure we weren't attacked by their nuclear weaponry either.
