These program is controlled by some international consortium, which I strongly suspect consist of some service within World health Organization or UNICEF, certain leading universities and certain leading medical companies and they get funded by some great international funds, as well as national governments.

As far as I understand the program begun around 1955, have been going on since then, have steadily grown and steadily got modernized with new methods, including equipment and methods not in use in ordinary health care.

They obviously think that surveillance and control of the population regarding health, psychological attitudes and habits and scientific results are more important than the wellbeing of persons used as research objects. They therefore do whatever suites to get as much evidence as possible,

In addition these teams work very independently without any control by regional and local authorities. Such authorities often play a role as helpers in the projects, and have some interest in what is done, but they are not in charge.

Military units often play a part in the projects. It does not look like these are in charge either, but they take the participation as an opportunity to test out secret methods of crowd control.

Because of lack of control by what people normally understand with law enforcement, the staff and medical students participating will often tend to do things for own sexual gratification or for gratification of sadistic tendencies.
