I'm not actually German, and come from an English speaking country, although spoke some German growing up. I sometimes put a little German in my writings.

One reason why puberty is early is the use of hormones in meat and poultry. Apparently, Most soy products delay puberty, and not cause early puberty, although can still cause concern for parents.

Early puberty isn't a cause for somewhat secret exams, but if there is reports of abuse by a person with access to children, like a teacher, then they would try and look for physical evidence before making allegations. This is more for girls, than boys.

Although rarer, I've heard of both growth hormones, and puberty blockers like Lupron used for boys in gymnastics or performing arts teams.

The interesting thing is that Lupron and similar drugs can be quite expensive to obtain in some countries. It's probable the manufacturer is giving coupons or discounts to schools and other institutions that use these drugs commonly.
