Yes the town is gaurded by police. If you want to visit Pripyat, all you need is a passport and a reason for your visit. Oh, and make sure you got some $ on you, if you tell them that you're doing some kind of a documentary or some thing like that, and give them a couple hundred bucks, they'll let you in. Also make sure you'll have a car as a transport inside the town. You usually can hire a private driver to do this.
