 A young woman named Belinda once wrote on here she's got twin daughters in their early teens and sent them to a school west of Sydney and that school allows smoking. It is a school intentionally designed to keep truants at school and the principal there has had a raging success in that regard. She said the principal had a good rapport with students and parents alike. I used to email her, she said the only problem was that she was concerned that her daughters needed to catch 2 buses and 2 trains each way to get to school. She posted that URL on here at one stage. I'll google that school and re-post it. I'm thinking very seriously of sending my kids there when they're old enough.
