It's interesting that competent studies of girdles' level of commpression (tightness, firmness, etc) have actually been done but I think the women who regularly bought and wore foundation garments were well able to judge such things. There are plenty of on-line references (the Cosetiere's site, for example) to women finding panty girdles described as firm control being less firm than the open girdles they previously wore.
My partner, who was quite slim, had worn M&S firm control girdles for several years when shorter skirts persuaded her to try tights and a panty girdle. Naturally she bought M&S panty girdles described as firm control. Straight away she commented that they weren't very firm at all. In fact, she continued as long as possible to wear her open girdles and stockings because she felt the panty ones didn't do enough to shape her tummy and bottom. She said the PGs were "easier" and more comfortable to wear but "not much good". Her complaint was that the new M&S PGs were all-elastic, with just a double layer of elastic at the front whereas her OBGs had a non-stretch front panel and a strong, satin downstretch back panel. I could certainly feel the difference if I ran my hand over her tummy and even more so over her rear.
After a couple of years and now wanting to give up stockings and suspenders altogether in favour of tights, my partner found, in a different shop, a panty girdle whose design was similar to her old M&S OBGs, with a good, firm front panel and a wide, satin downstretch rear panel. She was so pleased with her purchase that she bought two more the following week. Her tummy was flat and felt hard and her rear was also flatter and more "solid". Problem solved.
