The build manual shows that the top hinge bracket on the Vertical Stabilizer was fitted with a captive nut that was riveted to this bracket. The size of the screw (yes, a screw) I believe (not shown in the manual) that attached the Rudder bracket to the Vertical Stabilizer was AN4. It appears that a change was made to what you have, and can only advise that you remove the rudder, and discuss with your inspector the best way to resolve the issue.
