I read somewhere that LAA home built/maintained aircraft have a safety record that is at least as good as those on the CAA register, and that the Pulsar has a good safety record within the LAA fleet. My build manual shows the pivot bolt being epoxy bonded to the bulkhead and covered with a layer of fibreglass cloth for extra strength. I've not heard of any failures - I'm sure Alan Gill would know if there was an issue. The Pulsar was designed to keep things as simple and as light as possible. If you do change the throttle design try not to increase the weight, I suspect with a Jabiru engine fitted your load carrying capacity is already a bit marginal.
