Subject Author Date How so? She is entitled to decide how many scholarships and in what amounts are given. the awarding of scholarships is the key not the quantity. She has maintained the judging process which as you know has been tweaked many many times over the years. She has maintained the process. A change would be drawing the winner out of a hat. She makes all locals sign a license agreement agreeing to a MINIMUM of 5 judges, and last year she had THREE for Miss America, and most were from the USA program.
