Subject: It is no different than any other program. Someone can win an award but unless they meet all the qualifications they will not receive. Lots of scholarship programs are set up like that

You're still under the old school assumption that the point of the pageant is scholarships. When you intentionally design the rules to where most of those competing aren't eligible to win a prize, and those who are, you make the process so onerous, they give up, that's not the girls' fault but the fault of those structuring the scholarship rules.
