Subject: Some Volunteer locals and state pageants exist. Where they don't exist (yet) potential contestants can contact the Volunteer organization and apply for that title. For example, at the Teen Volunteer State level, one would contact the national organization who would select one if there are multiple applicants. That teen would pay th $1,500 entry fee and cover their own transportation and lodging to Jackson, TN, for the national pageant.
