Behavior Problems in Children and Teens Treated with Pelvic Procedures

In certain medical and educational subcultures around the world, there seems to be a working hypotesis that behavior and diplin problems in children and teens are cause by anatomical and functional problems in the pelvic organs and lower stomach area.

Acordingly kids that show such problems are subjected to extensive examinations and adhustment procedures in the pelvic region combined with psychological assessments and treatment. The prosedural plan these kids go through generally conist of these steps:


- Continual recording of behavior and habits in the school, child protective institution or other institution holding the kid.

- A thorrough psychological assessment

- A general physical exam

- A thorroigh pelvic exam, often under deep sedation or general anesthesia, comprizing endoscopic and radiological inspection in the urinary system, genitals, rectum, colon and pelvic musculoscheletal structure.

- Sometimes a period in an intensive care unit after the pelvic exam where the kid is held deply sedated.

- Anatomical adjustments in the pelvic region, often repeated periodically throughout the childhood and teenhood.

- Psychiatric medication.

I have a long time performed investigation about ordeals happening to people in medical settings, and I uncovered this type of ordeal through these investigations. I use polls where people tell thei stories for these investigations.

This is a typical story about this type of treatment for behavior problems:

Boy, 12 yo, USA, having Extensive pelvic exam and correction porcedure due to behavior problems

I am male. It happened in North America. 1970-1979, 12 years old. My parents thought I had some behavior problems and my mother had discussed this with one or two of her close friends. I went to a private boarding school during the week days but returned to my home every two weekends. My school reported some bad events with me. I learned that those friends of my mother had taken their son to a private clinic for an exam and that their boys were better behaved and some bad traits were gone. The cost was minimal except for the medicines and the doctor was happy to help with young boys conduct and problem areas.


I was not told I would be there two days but loaded up despite my protest for the exam. I found out later that my mother had been told by the doctor to only tell me I was going to have a physical check up. I was completely unaware of what was going to happen. My parents drove me to the exam, at a special establishment used for these type of exams for hildren with some kind of unusual bahavior or interests or children in foster care homes or the like or possibly Other selection criteria.

OVERVIEW OF THE PREPARATIONS AND ANESTHESIA:

I was not allowed to eat ome time before the exam. They washed my body before the exam. My stomach was cleaned out by a tube incerted into my anus that was connected to some pump and flush mashine. I was given a gown but was naked under the gown in the time I stayed awake. They placed me upon an advanced surgical table. I was placed to lay on my back with steight legs. I got IVs, tubes into blood vessels, in an arm. I got a device on a finger or a toe to measure pulse and oxygen in my blood. I got a blood pressure monitor wrapped around an arm or a toe. I got electrodes on my cheast. I got electrodes on my stomach or hip region. I got anesthesia through tubes into my blood vessels. I got some numbing and lubricating cream injected into my urinary opening. I got some numbing and lubricating cream injected into my anus. The anesthesia made me sleep mostly, but I woke up occationally. I woke up ocationally during the procedure despite anesthesia given.


MORE ABOUT THE PREPARATIONS AND ATHESTHESIA:

My mother had made the appointment and I was not allowed to eat or drink anything after my evening meal. I lived in the upper mid west and the clinic was
in the town near where I lived but it was a long drive. The clinic was a normal
building with doctors names posted. The doctor talked to my mother and assured her that they would take care of me and would call when time to get me. I was not very cooperative and the doctor gave me a glass of water and two big pills which I was made to to swallow. My mother left and I was taken to a small room where some normal eyes, ears, mouth exams were done and then I suppose I became more cooperative after a short while. I guess the pills I took were making me happy.

I was required to strip naked but given a hospital gown that fastened with a string at the back. I was led by hand down a long hall by a nurse wearing only my gown and some paper slippers. All my clothes and shoes were placed in a big plastic bag.


I had those happy pills and was cooperating. I was hooked up to heart monitor and the IV started. I became very sleepy and I had trouble to focus and felt limp on the exam table. I felt them rubbing lubricate on my penis and my anus and then some cold lubricant going up into my urethra and anus but I was very sleepy by that time. I was on my back and my arms were stretched straight back over my head and I felt my legs being spread apart and I think that was when my gown was removed.


EXAMINATIONS WITH EXTERNAL EQUIPMENT:

They examined my stomach area with and ultrasound device or something similar. They examined my hip area with an ultrasound device or something similar. They examined arms and legs with an ultrasound device or something similar. They took stomach x-ray pictures. They used electrodes at my chest to record body functions. They used electrodes at my belly to record body functions. They had electrodes at my genitals to record functions in this area.


INTERNAL INSPECTIONS:

They ispected the inside of my nose with a scope. They inspected the inside of my throut with a scope. They took specimens from my throut with a tube.


I cannot many details about the internal inspections. I could only remember some things going on as I was mostly asleep but from
time to time I could feel pressure in my stomach area and I do recall somewhat devices inserted into my rectum and felt like being pumped up.

Also, because of
the numbing liquids were not fully effective at the start I realized something was being inserted into my urethra. I recall the male attendant telling another person to hold me down and for me to be a good boy and not fight the things going on. I guess I was not a completely happy 12 you boy and felt like I was being hurt.


I realized that my feet had been raised up and fastened wide apart. At times feel my anus being stretched wider with some device and that motor noise from something near. I think I must have been waking up and then I saw them put something in my IV and then everything went black and I do not know what happened after that.


ARRANGEMENT AFTER THE EXAM:

I had IVs into blood vessels. I had electrodes on my body. I had catheter into my bladder. I had a tube going in through my anus. I lay naked under a blanket after the exam.

I do not know how long I was unconscious but as I began to awake I knew I had a tube up into my urethra and something very large stretching my anus and that it hurt. I was strapped down on the exam table with my feet fastened quite far upward in the supports. I could see the monitor at my head and there was a male nurse or attendant moving around my table. He saw me moving and said I had been a ""good boy"" and to lay still for a while. Nothing was being removed and the doctor will come soon to check on me. I only had a cover over my upper body.


I remained on that exam table for a long time with a bright light shining on me. I felt there were some electrical connections still stuck on my upper body and down on my lower belly. There was some wires tight even down on my privates. I was groggy and wanted some water but he told me I could not have any yet and my throat hurt so much I could only talk with a raspy voice. I told the man that my butt hole hurt bad and he had a big grin and softly laughed and said it would be better soon but did not do anything. A doctor finally came and pushed around a lot on my stomach and lower belly and I felt him examining my penis and testicles and adjusting things. He pulled a several glass like dishes from the instrument table looked at them and told the other to label it and send the tissue and specimens off to the lab.


I was finally unfastened and things began to be removed except for the tube in my penis. My legs ached and were numb and my stomach hurt and felt puffed up. I was rolled away and taken to another room. I was confined on another bed with side rails and I had straps across my chest that I could not unfasten. I wanted to go home but was told I would not leave until the next day after I was examined again and then they would call my mother to come and take me home.

I finally got some water from a straw but had to take another pill. I was told I would get some liquid food in a while. I had to swallow some more pills and went off to sleep for a while but would waken up but no one was in the room. I did see a monitor so I guess my body was being checked. I kept the catheter in me until the next day or perhaps longer because I lost track of time.t I do not know much about what else happened in that room until the the medicines wore off.

My anus hurt for more than a week after I was released. I know I just wanted to go home but they were not letting me go and kept giving me some pills I think to relax me. Before I left I got some shots in my arm and bottom and mom had to get some medicine from the drug store for me to take.


THE SCHOOL I ATTENDED:

I attended private boarding school. The school was just a small private boarding school for boys ages 6 to 16. We slept in rooms separated by age. I was in the 11 - 13 yo boys. The school was strict but with good teachers but demanding on conduct and school work. I only recall one other boy being taken away for a couple of days for what was posted as a physical exam. That boy was 10 and not in my classes and was not in school after that school session. I know he had some bad behavior events. We wore uniforms but it was not really bad or extreme. I suppose I was too active and not the best example of an almost teen boy. I was better after I returned to school.

COMMENTS:

It seems that the boy had an exam to check all details of his debelopment and pubertal status to plan a medication regime for behavior management.


It also seems that they checked or abnormal properties in his urinary system, genitals, anus, rectum and colon that could explain certain behavior problems, and that they made some corrections by small surgical interventions and stretching of the structures.

It also appears that the clinic performed some research on the kids and got money from some other place for that research, and that the tissue samples were for this research.

The exam seemed to follow a standardized procedure that is used on kids all over the world. In some comunities or institutions for kids this procedure seems to be mandatory for all kids. In others for kids with certain problems. 6-7yo, 12-24 yo, and 15-17 yo seems to be the standard ages for this procedure.

The Australian share market rose for a sixth straight session today, thanks to a strong lead from Wall Street and generally upbeat earnings results.

The All Ordinaries Index (XAO) finished higher by 28.1 points or 0.5 per cent to 5449.4.

In company news, insurer IAG limited (IAG) lifted its first half profit by almost 40 per cent to $642 million, despite a decline in its margins due to higher than expected claims. The result was skewed by a $182 million loss relating to the companys discontinued UK business in the prior half. Shareholders will receive an interim dividend of 13c per share. IAG rose 0.5 per cent today to $5.55.

Gaming and entertainment company Crown Resorts Limited (CWN) disappointed with its first half normalised profit of $315 million. Reported NPAT rose 111.6% to $382.5 million, with that result underpinned by strength from its Macau business. Weak consumer sentiment saw revenue at Crown Melbourne fall by more than 9 per cent. CWN shares fell 3.2 per cent today to $16.68.

Iluka Resources (ILU) saw its annual profit fall sharply as it wrote down a number of idle operations. ILU shares rose 1.6 per cent today to $9.37.

Troubled surfwear retailer Billabong (BBG) posted another loss of $126 million for the half, an improvement on last years $537 deficit. BBG shares rose 1.4 per cent to 74c.

Santos (STO) disappointed with its result, sending its shares down almost 5 per cent. The energy company saw a 17 per cent drop in full year underlying profit to $504 million. The company will pay a final dividend of 15 cents per share.

On the market overall, a total of 1.9 billion shares changed hands, worth $5.5 billion. 553 shares closed higher, 413 were lower and 364 were unchanged.

At 4.30pm AEDT the SFE 200 Futures Index was at 5413, up 32 points.

Ahead tonight, existing home sales data is released in the US.

The Australian sharemarket is higher at lunch for the sixth consecutive trading day and for the 11th time in 12 sessions. The All Ordinaries Index (XAO) is up 0.6 per cent, with the miners the start performers. The last time the XAO improved from Monday through to Friday was 14 months ago. Largely positive economic news in the U.S. (relating to jobs and manufacturing) helped lift global markets overnight.

The miners are leading the gains, rising by 1.2 per cent. BHP Billiton (BHP) is trading at its best level in 2.5 years, up 1.3 per cent. The smaller and more iron ore focused Rio Tinto (RIO) is 0.76 per cent firmer and at a 12 month high. Iron ore miner Fortescue Metals (FMG) is 2.2 per cent higher and hovering around the $6/share mark (a level it has struggled to rise above over the past few years).

The earnings season continues today, with Crown (CWN), IAG, Santos (STO) and National Australia Bank (NAB) issuing results.

Casino operator, Crown (CWN) posted a 64.3% rise in net profit to $382.5m. This was a weaker than expected result, partly blamed on weak consumer confidence. CWN declared an 18 cent/share, 50% franked interim dividend which will be payable to eligible investors on 11th April. CWN shares are down 4 per cent.

IAG, the owner of NRMA issued a 39.3% jump in half year net profit to $642m, together with a 15 cent half year dividend. The result was helped by cost cuts and was better than expected. IAG shares are up 1.7 per cent.

Energy company, Santos (STO), reported a weaker than expected full year profit of $516m. The result was boosted by record crude oil sales and higher gas and oil prices. Net profit was negatively impacted by a rise in depreciation expenses and exploration costs. STO is the largest producer of natural gas to the Australian domestic market, supplying around 14% of our gas needs. STO shares are down 2.6 per cent.

No major economic data is scheduled for release in Australia today.

The Australian dollar briefly rose above US90c this morning; however is now at US89.8c.

In US economic data, consumer prices rose by 0.1% in January to be up 1.6% over the year. Analysts had expected prices to rise by 0.1%. US Markit Flash PMI rose from 53.7 to 56.7 in January - its fastest pace in nearly four years. The gains were largely due to a lift in the new orders component which was at its highest level since May 2010. US jobless claims fell by 3,000 to a seasonally adjusted 336,000 last week.

European shares were mixed on Thursday, paring most of the losses in late trade following better US economic data. However resource stocks were hit hard after Chinas flash PMI fell to a seven month low. The European basic resources index fell by 1.1%. Europes biggest defence contractor BAE Systems fell 8.3% and dragged the industrial sector lower after warning its earnings could fall by 10% this year. The FTSEurofirst 300 index closed flat while the UK FTSE lifted by 0.2% and the German Dax fell by 0.4%. Mining shares were mixed in London trade with BHP Billiton shares up by 0.7% while Rio Tinto lost 0.9%.

US sharemarkets rallied on Thursday as the lift in US manufacturing data to a four-year high offsetting weak earnings results. Wal-Mart Stores fell 1.8% after reporting a drop in US same-store sales and gave a disappointing earnings outlook. At the close of trade, the US Dow Jones was up by 93 points or 0.6% and the S&P 500 was up by 0.6% while the Nasdaq gained 30 points or 0.7%.

US long-term treasury prices fell on Thursday (yields higher) following the rather upbeat US flash manufacturing data. US 2 year yields fell by 1 point to 0.32% while US 10 year yields rose by 2 points to 2.76%.

Major currencies fell against the greenback after the euro zone and Chine PMI readings came in well below expectations. The Euro fell from highs near US$1.3760 to US$1.3690 and was near US$1.3715 in afternoon US trade. The Aussie dollar touched early lows near US89.35c before lifting to US90.10c and was holding near its highs in afternoon US trade. And the Japanese yen eased from 101.65 yen per US dollar to JPY102.45 and was trading near JPY102.25 in afternoon US trade.

US oil prices eased from four-month highs on Thursday after US government data showed that the harsh winter weather continued to fuel demand for heating oil. US crude stockpiles fell by an expected 1.73 million barrels last week. Distillate inventories fell by 339,000 barrels. Brent crude fell by US22c to US$110.29 a barrel while US Nymex crude fell by US39c or 0.4% to US$102.92 a barrel.

Base metal prices were mostly weaker on the London Metal Exchange on Thursday with the exception of aluminium (+0.2%). The other metals fell between 0.4-1.5%. The gold price fell on Thursday with the Comex gold futures down by US$3.50 or 0.3% to US$1,316.90 per ounce. The iron ore price fell by US$1 to US$122.90 a tonne.

DISCRIMINATION & HARASSMENT - EMPLOYER

INTRODUCTION

The number of claims of discrimination and sexual harassment continues to increase each year, particularly in Victoria where the State anti-discrimination laws are among the widest in scope of the Australian States and Territories.

Discrimination and sexual harassment is also prohibited by Federal legislation. Since 90% of all claims of discrimination and harassment in Victoria are made under the Equal Opportunity Act 1995 (Vic) (the Act) this Information Outline concentrates on the Act.

ANTI-DISCRIMINATION POLICIES

Under the Act an employer or principal will be held liable for any breach of the Act by an employer or agent unless the employer or principal took reasonable precautions to prevent the discrimination or sexual harassment taking place.

As a minimum an employer or principal must:

have policies in place to prevent the discrimination or sexual harassment occurring; and
ensure that all employees/agents fully understand their duties and responsibilities.
Examples of sexual harassment and anti-discrimination polices (which an employer can copy) are as follows (Brown Pty Ltd is a fictitious company).

Sexual Harassment

Sexual harassment is the making of an unwelcome sexual advance or unwelcome request for sexual favours or engaging in some other conduct of a sexual nature by one employee to another or to a client or to any other person where a reasonable person, having regard to all the circumstances, would have anticipated that the other would be offended, humiliated or intimidated.

Sexual harassment is unlawful in employment and the provision of goods and services. It is unlawful in the workplace and in any premises entered into by an employee in the discharge of their duties.

Sexual harassment may include a wide range of different types of behaviour such as attempts at kissing, touching, staring, conversations of a sexual nature, insinuations about an individuals private life, gender related insults, workplace pranks, and displaying sexually explicit posters and other material in the workplace.

Sexual harassment of another employee or client of Brown Pty Ltd will be considered misconduct on the part of the perpetrator and will not be tolerated by Brown Pty Ltd. Any employee who engages in sexual harassment will be subject to discipline up to and including termination.

Procedure

Brown Pty Ltd has set up procedures to deal with any such misconduct and if an employee feels that they have been sexually harassed then he or she should bring it immediately to the attention of the designated Sexual Harassment Officer.

The complaint will be dealt with promptly and confidentially and will be thoroughly investigated in accordance with the following procedure:

An interview will be arranged with the Complainant as soon as possible so that the complaint can be thoroughly investigated.
The alleged harasser will be interviewed shortly thereafter and given an opportunity to put his/her case.
Any witnesses to the alleged harassment will be interviewed.
A determination will be made on whether the grounds of the alleged sexual harassment are made out and, if so, the employee perpetrating the harassment will be subject to such disciplinary action as is appropriate to the severity of his or her misconduct.

The appropriate action will then be taken to ensure that the misconduct does not continue.

No complainant or witness will be treated detrimentally as a result of a complaint.

Notwithstanding the procedure for dealing with complaints, any employee who claims to have experienced sexual harassment:

May request Brown Pty Ltd to arrange a facilitated discussion of the problem with the alleged harasser, which it will do, in an attempt to resolve the matter in a constructive manner; and
Is entitled to pursue a complaint under the provisions of the State and/or Federal legislation.
Anti-Discrimination Policy

It is Brown Pty Ltd's policy to provide equality in employment for all people employed or seeking employment. Every person, regardless of their membership of a particular group, must be given a fair and equitable chance to compete for appointment, promotion or transfer and to pursue their career as effectively as others.

Discrimination on the basis of the attributes of race, sex, age, marital status, religious belief or activity, industrial activity, political opinion or activity, national extraction, social origin, disability, parental status or status as a carer, pregnancy, lawful sexual activities, physical features or breastfeeding is unlawful.

Discrimination by an employee of Brown Pty Ltd against another employee or client on the basis of any of the attributes set out in clause 2 will be considered misconduct on the part of the employee and will not be tolerated by Brown Pty Ltd. Any employee who engages in discrimination will be subject to discipline up to and including termination.

We highly recommend that if you do not have policies in place that you copy these policies and Introduce them. It is sound risk management.

Ensure each employee receives a copy of the policies and that receipt can be proved e.g. by directing each employee to sign and date an acknowledgment of receipt.

New Employees

New employees should be given a copy of the policies as part of the induction process e.g. in the induction handbook. Again, have evidence to show receipt.

It is not enough just to have a policy. To escape vicarious liability, an employer or principal must be able to demonstrate that the employee or agent understood their duties and obligations under the anti-discrimination legislation.

It is recommended that each employee undergo regular and systematic training e.g. each year the employees are directed to attend a training session or to watch a training video.

It is also advisable for employers:

to be vigilant about acting on the warning signals of discrimination or sexual harassment e.g sudden absences on stress leave;
to ensure that the workplace is free of objectionable posters or other material;
to have an email and internet policy that makes it clear that employees are not permitted to view, download or transmit pornography or other objectionable material; and
generally, to make it clear that discriminatory behaviour will be treated as serious misconduct.
Awards of compensation have steadily increased and many perpetrators of discrimination or sexual harassment are people without resources so employers or principals can face a potentially substantial liability. It therefore makes sound financial sense to put in place and ensure compliance with anti-discrimination policies.

HOW TO HANDLE A COMPLAINT OF DISCRIMINATION OR SEXUAL HARASSMENT

Policies in relation to sexual harassment and anti-discrimination should refer to the procedures set up to deal with these issues and provide that any complaint of discrimination or sexual harassment should be brought to the attention of the designated officer.

In order to ensure the policy is backed up by a fair, quick and confidential process, we suggest that employers take the following steps:

Appoint two people (preferably one male and one female) who will be the designated Equal Opportunity Officers to whom complaints should be made and who are given sufficient authority and resources to undertake the role.

The Complainant

Ensure that the person making the complainant gives a full statement of the allegations and that he or she is aware that:

they can have a support person such as a trade union representative or friend present at any interview; and
that the complaint will be kept confidential as far as is practicable.
Inform the complainant of the process that you intend to follow and interview him or her as soon as possible after receiving the complaint.

Supporting witnesses, if any:

should be interviewed;
given a lawful direction to keep the matter confidential; and
told that a breach of that direction may constitute serious misconduct.
If you are uncertain about being able to manage the process consider obtaining external assistance from a solicitor or employer organisation.

Notify the person who has allegedly breached the policy (the alleged perpetrator) of the complaint before interviewing him or her so that they can arrange for representation at the interview. At this stage the complaint is an allegation only and a person accused of such an allegation has the right to be:

treated fairly;
given sufficient details about the complaint so that they can defend themselves. It is not necessary to give the alleged perpetrator a copy of the complainants statement, but he or she should be told the identity of the person making the complaint and what it is they have allegedly done and on what dates and times;
represented at an interview;
afforded confidentially; and
advised of the process which will be followed ie that they will be interviewed, the witnesses will be interviewed and there will be a specified period for consideration after which a decision will follow.
Ideally any complaint should be dealt with quickly. If practicable, a realistic time frame should be fixed and advised to the complainant and the alleged perpetrator.

The alleged perpetrator should be interviewed together with his or her representatives and given a real and full opportunity to put their defence.

The interviewers should avoid giving any impression that a decision has been made in advance.

The Evidence

Once all of the evidence has been gathered it should be carefully considered. It may be helpful to bring in external assistance.

The Decision

A decision should be taken on whether:

the complaint is made out; and
if so, what sanctions should be imposed on the person breaching the policy up to and including termination.
In many cases, the complainant simply wants the offensive behaviour to stop, and an apology and undertaking not to repeat the offensive behaviour may be sufficient, together with all employees undergoing further training in the anti-discrimination policies to ensure future compliance.

In these circumstances, the appropriate sanction may be a written warning given to the employee stating that if the offending behaviour occurs again, then he or she will be dismissed.

Another option is to demote the offending employee.

If considering dismissal the employee must be notified of the proposed termination and given an opportunity to respond to the proposed dismissal so as to avoid breaching the Workplace Relations Act 1996 (Cth).

Avoid Victimisation

An employer must ensure that the complainant or anyone assisting the complainant and the witnesses are not victimised or subjected to any detriment because of the complaint, such as being sacked.

Request Not to Divulge the Identity by the Complainant

It is common for a complainant to complain about offensive behaviour but to ask the employer to do nothing or not to disclose his or her identify to the alleged perpetrator.

This is a difficult issue: an employer has an obligation to take all reasonable precautions to prevent a breach of the anti-discrimination legislation taking place or continuing once they have become aware of the breach otherwise they too will become vicariously liable.

Equally, the person against whom any allegation is made has the right to fully defend him or herself and as a part of that process generally needs to know the identity of the person who is making the allegations.

Generally a person cannot be lawfully sacked on the basis of an allegation by an unnamed complainant.

It may not be possible to do nothing, or keep the complainants identity confidential. Much will depend on the particular circumstances of the case. If in doubt seek legal advice.

DESPITE a reported payout of $850,000 to Kristy Fraser-Kirk in the notorious David Jones case, half of all financial settlements for sexual harassment fall below $7000, a study shows.

Some complainants receive no more than their legal entitlements to redundancy, termination and leave pay, it says.

In almost 38 per cent of settlements, victims receive less than $5000 and in only 6 per cent is the payout $50,000 or more.

''Making a formal complaint of sexual harassment is a painful and onerous process, and given these figures, the motivation can't be money,'' said Paula McDonald, the report's co-author and an associate professor in the business school at the Queensland University of Technology. The study, co-written by Sara Charlesworth of the University of South Australia, also reveals that where men complain of sexual harassment, the alleged perpetrator is usually another man.

Advertisement The study examines all formal complaints for workplace sexual harassment made to every state and territory anti-discrimination commission and the federal body, the Australian Human Rights Commission, over six months in 2009.

Of the 284 complaints, 266 were accepted by the commissions and settlements were reached in just over half. But not all the settlements involved money.

Financial compensation was paid in just under three-quarters of cases, with an apology, statement of regret, or acknowledgement of the harassment the next most common outcome.

In 10 per cent of cases the perpetrator resigned or was dismissed. Sixty per cent of complainants had resigned or were dismissed or made redundant.

More than one-third of settlements involved organisations promising to institute sexual harassment training programs or changes to policy and practice. But it was unclear whether the promises were kept because the commissions had no power to enforce the undertakings.

Of the 45 male complainants, 31 alleged the perpetrator was a male. Ten of 238 female complainants alleged harassment by a woman. Overwhelmingly organisations and alleged perpetrators disputed the facts or

interpretation with only 13 of 199 organisations and seven of 114 individuals fully accepting the complainant's version.

The report shows an inhospitable workplace environment that tolerated harassment was reported by one-quarter of the complainants.

''There's sometimes a view in the community that sexual harassment is some sort of relational problem between one person and another in the workplace,'' Dr McDonald said. ''But the way an organisation 'does' gender - its policies, practices and culture - creates an environment that make sexual harassment more or less likely.''

Despite a recent high-profile harassment case against the Commonwealth Bank and two senior managers that ended in a scathing denunciation of the complainant, Vivienne Dye, by a Federal Court judge who found her complaints ''untrue'' and her motivation ''a venomous desire for revenge,'' Dr McDonald said under-reporting of sexual harassment was a bigger problem than vexatious complaints.

''Lots of women experience sexual harassment sometimes for years and say nothing to anyone,'' she said.

A telephone survey by the Australian Human Rights Commission in 2008 of 2005 adults found only 16 per cent of those sexually harassed at work in the previous five years reported it or made a complaint.

The study found the most common form of harassment was sexually suggestive comments or jokes (74 per cent) but requests for sex or other sexual acts constituted 21 per cent, unwelcome touching 37 per cent, and inappropriate physical contact 29 per cent.

Dr McDonald said given that many complainants lost their jobs and suffered in other ways, median payments of $7000 ''seemed entirely inadequate''.

The NASDAQ Composite is a stock market index of the common stocks and similar securities (e.g. ADRs, tracking stocks, limited partnership interests) listed on the NASDAQ stock market, meaning that it has over 3,000 components. It is highly followed in the U.S. as an indicator of the performance of stocks of technology companies and growth companies. Since both U.S. and non-U.S. companies are listed on the NASDAQ stock market, the index is not exclusively a U.S. index.

Nasdaq Composite 19702012On July 17, 1995, the index closed above the 1,000 mark for the first time. It made steady gains in the following years to reach 2,000 points by 1998, then began to accelerate significantly. This process mushroomed amid concerns that businesses would require massive technology replacement to achieve Y2K compatibility, allowing the index to close that year at 4,069.31 points. On March 10, 2000, the index finally peaked at an intra-day high of 5,132.52, and closed at an all-time high of 5,048.62. The decline from this peak signaled the beginning of the dot-com bubble burst.

The index declined to half its value within a year, and finally hit the bottom of the bear market trend on October 10, 2002, with an intra-day low of 1,108.49. While the index gradually recovered since then, it did not trade for more than half of its peak value until May 2007. The 2000s (decade) brought a mix of pessimistic news stemming from the Early 2000s recession, the September 11 attacks and the impending Afghan War along with the 2003 invasion of Iraq.

The index opened the fourth quarter of 2007 with new 80-month highs, closing above the 2,800 point mark on October 9, 2007, and reaching an intra-day level of 2,861.51 on October 31, 2007, the highest point reached on the index since January 24, 2001.

High energy prices and the possibility of recession dropped the NASDAQ into a bear market in early 2008, which was recognized on February 6 when the NASDAQ closed below the 2,300 level, about 20% below the recent highs. Furthermore, the failure of Lehman Brothers in September brought world financial markets into turmoil. The NASDAQ was no exception, experiencing record levels of market volatility. On September 29, 2008, the NASDAQ dropped nearly 200 points, the most since the tech bubble burst, losing 9.14% (third largest in history) to fall beneath the 2,000 level. Conversely, on October 13, 2008, the NASDAQ recorded a gain of nearly 200 points (more than 11%). On March 9, 2009, the composite hit a six-year intra-day low of 1,265.52 before recovering under the influence of Federal Reserve quantitative easing (QE).

Amid hope that the Late-2000s Recession, the United States housing bubble and the Global financial crisis of 20082009 were easing and possibly coming to an end, the NASDAQ established a volatile base from which the index would finally surpass the 3,000 mark, and the initial crash low of mid-2000 (3,042.66), for the first time since the end of the 20th century. This first occurred intra-day on February 29, 2012, before further volatile pullbacks. In 2012, the index managed a yearly close above 3,000 for only the second time in its history, with a total of 3,019.51 points. With the extension of relatively low tax rates for most incomes, the index jumped to begin 2013 with only minor pullbacks. Its October 18, 2013 close of 3,914.28 and intraday high of 3,914.93, on the day GOOG first passed $1,000 per share, represented 13-year highs last achieved, respectively, on September 8 and 14, 2000.

Criteria[edit]To be eligible for inclusion in the Composite, a security's U.S. listing must be exclusively on the NASDAQ Stock Market (unless the security was dually listed on another U.S. market prior to 2004 and has continuously maintained such listing), and must be one of the following security types:

American Depositary Receipts (ADRs)
Common Stock
Limited Partnership Interests
Ordinary Shares
Real Estate Investment Trusts (REITs)
Shares of Beneficial Interest (SBIs)
Tracking Stocks
Closed-end funds, convertible debentures, exchange traded funds, preferred stocks, rights, warrants, units and other derivative securities are not included. If at any time a component security no longer meets the above criteria, the security becomes ineligible for inclusion in the Composite Index and is removed.

Investing[edit]Investing in the NASDAQ Composite Index is currently made accessible through an exchange-traded fund issued by fund manager Fidelity Investments. Introduced on October 1, 2003, the ETF (NASDAQ: ONEQ) attempts to match the overall performance of the index. It is not nearly as popular as the "cubes" (NASDAQ: QQQ) which track the NASDAQ-100.

If you are feeling Monday blues, you're probably on your own.

A surprising new research suggests that Monday morning is the time when the majority of us get the most work done.

The research done by Microsoft Office, and quoted in The Daily Mail, finds that 10 am on Monday is the best time to start tackling your 'to-do' list and get most items on it checked off.

This research is in stark contrast to previously-released studies that hailed Tuesday as the most productive day of the week.

The Microsoft research instead claims that productivity slumps on Tuesday afternoons as workers begin to procrastinate. Related: Here are seven steps to end procrastination

But the Monday productivity high comes with a catch: the study says that if you don't complete your list by the end of Monday, the chances of finishing everything on it drop dramatically.

Two thirds of the respondents polled admitted that they never managed to finish all their tasks if they abandoned their list on Monday.

The main reason for this is lack of time, but also procrastination with with 24 per cent admitting they simply put off tasks they dislike.

Of all the big tasks workers face on a daily basis, a burgeoning inbox and unread emails was cited as the most demanding and was the top priority on most lists.

Two thirds of workers even said 'arranging their to-do list' was a priority in itself.

Another task keeping workers busy was filling in their work and timesheets, a time consuming activity cited by 50 per cent of those questioned.

This latest study contradicts previous researches - and popular perception - that Tuesdays were the week's most productive days with workers tackling their biggest projects and deriving a sense of accomplishment.

The Salary.com study released earlier this year also found - unsurprisingly - that Friday afternoons between 3 pm and 5 pm were the least productive hours of the week with most workers busy winding down into weekend mode.

Three comets to grace the 2013 winter skies

Earlier this year, we predicted that 2013 would be a good year for comet watchers, with the most anticipated comet of the year, Comet ISON, visible to the naked eyes starting November 2013. Since then, astronomers have added two more comets to the lineup of comets to watch for towards the end of this year - Comet Lovejoy and Comet Encke.

Here, timeanddate.com tells you everything you need to know about the comets, and when and where to view them.

What are comets?

C/2012 S1 (ISON)
C/2012 S1 or ISON is the most anticipated comet of the year. At the time of its discovery in 2012, many astronomers and media outlets called it the "comet of the century", speculating that it would glow as bright as the Moon.

The initial enthusiasm over the comet has however slightly waned in recent months. Astronomers believe that the comet may disintegrate when it makes its closest approach to the Sun (perhelion) on November 28. If it does not disintegrate, the comet will be visible to the naked eye in December even though it is not expected to be as bright as it was initially thought to be.

Observers from the Northern Hemisphere are best located to view ISON in the early mornings before and after it passes its perihelion. Those in the Southern Hemisphere may be able to view the comet low in the east at dawn until November 28.

C/2013 R1 (Comet Lovejoy)
Discovered in September 2013, by Australian amateur astronomer, Terry Lovejoy, Comet Lovejoy will be giving company to ISON in the November skies. However, unlike its counterpart, Lovejoy is not expected to be visible to the naked eyes - you may need to have access to a small telescope to enjoy this comet. The best time to view the comet is during the early morning hours.

Observers in the Southern Hemisphere will lose sight of the comet after November 19 when it makes its closest approach to the Earth.

2P/Encke (Comet Encke)
A third comet, Encke's Comet or 2p/Encke will share the skies with ISON and Lovejoy in November. A periodic comet - it makes a revolution around the Sun once every 3.3 years - Encke is expected to be visible throughout the month of November to observers in the Northern Hemisphere with binoculars.

Astronomers suggest that the best time to view all of these comets will be on or around November 9 right before dawn in the southeastern sky. Since Lovejoy and Encke are not well suited to be viewed by the naked eye, so seeing all three comets will require a small telescope.

A neologism (lgos), meaning "speech, utterance") is a newly coined term, word, or phrase, that may be in the process of entering common use, but has not yet been accepted into mainstream language.[1][2] Neologisms are often directly attributable to a specific person, publication, period, or event. a "new word", or the act of creating a new word) is a synonym for it. The term neologism is first attested in English in 1772, borrowed from French nologisme (1734).[3]

A neologism may also be a new usage of an existing word,[4][5] sometimes called a semantic extension.[6][7] Cf. idiolect.

In psychiatry, the term neologism is used to describe the use of words that have meaning only to the person who uses them, independent of their common meaning.[8] This tendency is considered normal in children, but in adults can be a symptom of psychopathy[9] or a thought disorder (indicative of a psychotic mental illness, such as schizophrenia).[10] People with autism also may create neologisms.[11] Additionally, use of neologisms may be related to aphasia acquired after brain damage resulting from a stroke or head injury.[12]

In theology, a neologism is a relatively new doctrine (for example, Transcendentalism). In this sense, a neologist is one who proposes either a new doctrine or a new interpretation of source material such as religious texts.[13]

Neologisms may come from popular literature in different forms. Sometimes, they are simply taken from a word used in the narrative of a book; a few representative examples are: "grok" (to achieve complete intuitive understanding), from Stranger in a Strange Land by Robert A. Heinlein; "McJob," from Generation X: Tales for an Accelerated Culture by Douglas Coupland; "cyberspace," from Neuromancer by William Gibson; "nymphet" from Lolita by Vladimir Nabokov.

Other times the title of a book becomes the neologism, for instance, Catch-22 (from the title of Joseph Heller's novel). Alternatively, the author's name may become the neologism, although the term is sometimes based on only one work of that author. This includes such words as "Orwellian" (from George Orwell, referring to his novel Nineteen Eighty-Four), "Kafkaesque" (from Franz Kafka, author and philosopher most renowned for The Metamorphosis) and "Ballardesque" or "Ballardian" (from J.G. Ballard, author of Crash). The word "sadistic" is derived from the cruel sexual practices Marquis de Sade described in his novels. Kurt Vonnegut's Cat's Cradle was the container of the Bokononism family of nonce words.

Another category is words derived from famous characters in literature, such as quixotic (referring to the titular character in Don Quixote de la Mancha by Cervantes), a scrooge (from the main character in Dickens's A Christmas Carol), or a pollyanna (from Eleanor H. Porter's book of the same name). James Joyce's Finnegans Wake, composed in a uniquely complex linguistic style, coined the words monomyth and quark.

"The Stolen Earth" is the twelfth episode of the 2008 series and the 750th overall episode of the British science fiction television series Doctor Who, which marks its 50th anniversary on 23 November 2013. The episode was written by show runner and head writer Russell T Davies. It is the first of a two-part crossover story with spin-offs The Sarah Jane Adventures and Torchwood, concluding with "Journey's End", the finale of the fourth series, which brings closure to several prominent story arcs created under Davies. In the episode, contemporary Earth and 26 other planets are stolen by the Daleks. As the Doctor (David Tennant, pictured) and his companion Donna Noble (Catherine Tate) try to find Earth, his previous companions Jack Harkness (John Barrowman), Martha Jones (Freema Agyeman), Sarah Jane Smith (Elisabeth Sladen), and Rose Tyler (Billie Piper) convene to contact him and mount a defence against the Daleks. The episode was received positively by the audience and professional reviewers. Viewing Information The Parade starts at the top end of Bourke Street, outside Parliament House on Spring Street at 11am. After rounding the corner it makes its way downhill to Bourke St Mall, finishing at the intersection with Elizabeth Street. The best viewing area is in Bourke Street Mall itself, right outside Myer Melbourne - but be prepared to arrive early as the Mall starts to fill at approximately 9am and is closed when it reaches capacity. If you prefer a little more elbowroom, there is plenty of room further up the route. Do not worry; no matter where you are along the route the viewing is still great. Commentary Live commentary is broadcast all the way up Bourke Street, with a different commentary team on each block, so you will know exactly what's going on. Many people prefer to view from the Spring Street end to see the parade start and have some more room to dance along with the live entertainment. Pram Friendly Area Bourke St, between exhibition and Russell is designated as our pram friendly area. There is generally less crowd here but it is open to everyone else, so make sure you secure your spot early. Disabled viewing Disabled viewing areas are provided in front of each commentary stage on the corners of Bourke and McIllraith Place, Market Lane and Royal Lane. Etiquette For the comfort and safety of all, please stay behind the barriers at all times. Do not push forward and remember to be mindful of small children in the crowd. For safety reasons, umbrellas and chairs are not permitted

"I grew up in Queensland. My mum and dad divorced when I was young and they moved me to Adelaide when I was little, about 11 or 12. I went to a school called Townsend House and I lived there in the schools accommodation. I liked it there thats where I learned sign language.

When I was 15, I left school. Ive moved around a bit and Ive done a couple of different jobs since then. I lived in Queensland for a while and I also lived in Sydney before Melbourne. For a while I did woodwork, which I loved. I had another job moving furniture, too, and later I drove a forklift in Port Melbourne.

Im one of six. Ive got three brothers and two sisters. Im not in touch with any of them none of them lives in Melbourne. My mum died of a heart attack in 1983 and my dads an alcoholic I dont see him either.

I started off selling The Big Issue in Sydney. A friend, a guy who could hear, told me about it. He was already working there as a vendor. So I started selling it, and the staff could see I was reliable, so I kept going. Ive always loved this job.

I did that for about five years in Sydney and then I decided to move to Melbourne. The Big Issue people in Sydney rang up the Melbourne people and told them I was coming down. Sydney was okay, but I like Melbourne better. The deaf clubs here are really good and they helped me find accommodation. Ive got a nice flat I like where I live.

I like my pitch, too. It can be slow selling in the CBD, so when the opportunity to sell a bit further out came up, I gave it a try and Ive been selling mainly out in Balaclava ever since. People know me now and I have some regular customers. Theres nothing I dont like about the job the only problem is the weather. I have a bad back and the cold really affects it. I dont like it when its raining and when its windy, but other than that, its good. After this interview Im going straight out to sell the magazine. Its 37 degrees, but Ill just drink a lot of water.

In my free time I watch TV and movies and spend time with my girlfriend, Caroline. Sometimes she gets bored and visits me while Im selling, too. I met Caroline in the CBD in McDonalds a few years ago. I saw her signing away, so I just went up and started talking to her. Weve been together about two-and-a-half years now and she loves me.

It was 2003 when I started off selling The Big Issue. Ive been waiting for ages to have my profile in the magazine!"
