YES you should tell your mom it's YOUR fault and that your sister did everything in her power to get YOU to bring her home on time. Tell your mom you are the one that deserves the spanking. Do everything you can to clear your sister and make certain your mom understands whose fault it was. You need to be willing to take the spanking she would get and be adamant to your mom that that is the case.

But it has been a few years since I've been spanked by mom and her spankings are brutal! I said I was going to try and get her out of it. BUT. I had nothing to do with the 3 other times she missed curfew. Just this one. I will do my best to get her out of trouble. But I seriously doubt my mom would just let me take her place. Beyond handing her the brush with pants around my ankles I seriously doubt she'd actually spank me.
