 It's probably impossible to force them safely at that age. In any case a punishment is unlikely to work unless they accept it.

- Ground them, take their phones and electronics instead.
- Get their father to help

I have a friend who had to stay in her room Amish style until she agreed to cooperate. Once it took 8 hours.

If you can't find an alternative. Most kids are not spanked at that age and they turn out fine.
