I would tell her tbat tbe rule requiring all girls to wear bras is fair. Many laws, like speeding, are only checked sometimes... but they are still laws, and breaking them has consequences. It would be hard for the school to check every girl every day. Is the school supposed to have "strap police" check every girl at the entrance? Society depends on people generally following the rules without 24/7 checkong and enforcement. Protest evil laws, sure. But this protest teaches that you can break reasonable rules if they are not being constantly checked. That is a terrible attitude that needs to be corrected right away.

So she'd better wear a bra to school, as required. If at school she says she didn't, beyond detention, she should receive a lengthy sound spanking at home. It should be on the bare, and frankly, I'd recommend 2 sessions with a long corner time in between. This willful planned disobedience to clear reasonable rules needs to be nipped the bud.
